Cooper and Vargas (pediatrics, Oregon Health and Sciences U., and both public administration, Portland State U.) began this study long before the recent crises in Afghanistan, Iraq, the Balkans, Africa, and elsewhere that make it so contemporary. They began 25 years ago looking at the post-war reconstruction of Japan, then the implementation of the Rio Earth summit. They find that thinking based on post-World War II or post-communist nation building is insufficient to create a sustainable post-conflict development approach.
