La Conferenza di Barcellona, nel 1995, ha attivato un nuovo partenariato fra l'UE ed i paesi terzi del Mediterraneo. Questo partenariato si fonda in parte sulla creazione di una Zona di Libero Scambio (ZLS), entro il 2010, che deve contribuire ad eliminare gli ostacoli agli scambi euro-mediterranei. In questo contesto si colloca l'iniziativa comunitaria INTERREG, che tende a favorire la coesione, lo sviluppo equilibrato e l'integrazione fra le regioni europee. Nell'ambito di INTERREG II (1994-1999) sono stati promossi molteplici progetti finalizzati a favorire la cooperazione e gli studi nella prospettiva della creazione della ZLS; tra gli altri si colloca il Progetto AMI [Ateliers Méditerranéens Interrégionaux] finalizzato ad instaurare un quadro di concertazione e di dibattito, coinvolgendo il maggior numero possibile di regioni mediterranee dell'Unione Europea allo scopo di individuare le azioni transnazionali necessarie a correggere gli effetti negativi potenziali della zona di libero scambio, e favorire relazioni culturali ed umane. Tale quadro si è articolato in alcune tematiche settoriali, tra cui quella dei Trasporti; questo testo riporta gli elementi principali del dibattito e le conclusioni con le azioni successive proposte per il settore Trasporti.
