Calderón (education, Johns Hopkins U.) and Minaya-Rowe, an educational consultant, researcher, and retired education professor at the U. of Connecticut, provide tools for teaching English language learners that implement 10 basic features. These 10 guidelines cut across programs, languages of instruction, teacher and student backgrounds, and school contexts, so that schools can integrate language, literacy, and subject domains as well as institute more comprehensive professional development programs. Other goals include identification of English learner-focused assessments; teacher and student success; and tracking the effectiveness of school structures. After reviewing the state of existing failing programs, the authors describe program options; ways to teach vocabulary, reading, and writing; cooperative learning and classroom management; the role of administrators; and recommendations from a middle school principal and superintendent.
